Tenant Turnover and Rehabilitation
Services
Large-scale unit turnover and building rehabilitation for property managers, housing authorities, and public agencies. Hundreds of units, on schedule.
Expertise
Whole buildings, unit by unit
Turnover and rehabilitation is different from new construction. The building is occupied, the infrastructure is old, and the people who live there are home while the work happens.
Urban Flooring Systems has completed rehabilitation projects spanning hundreds of apartments for NYCHA, HPD, and private property management firms. At NYCHA West Brighton I and II, that meant 574 apartments across 14 buildings, with residents in place.
We handle both single-unit turnovers between tenants and building-wide rehabilitation programs.
Key Capabilities
Unit Turnover Flooring
Flooring replacement in vacant units between tenants, so the unit is back on the market fast.
Tenant-In-Place Renovations
Renovation work in occupied units, scheduled with each resident.
Public Housing Rehabilitation
Building-wide rehabilitation for NYCHA, HPD, and other housing authorities, at the volume public housing runs at.
Recurring Turnover Work
Standing arrangements with property management companies for turnover work as units come up.
Full Interior Scope
Beyond flooring, we handle paint, wall repairs, kitchen and bathroom updates, and general repairs, so the unit comes back rent-ready.

How We Work
Our Process
Built around occupied buildings and hard deadlines.
Site Assessment
We walk the property, document conditions in every unit in scope, and build a phased plan around occupied units, building access, and management's priorities.
Scheduling
We set a unit-by-unit schedule with property management, stage the materials, and assign crews to each deadline.
Renovation
Crews move through the units in order: removal, prep, installation, finish. Management gets a progress report every day.
Inspection and Handover
Every unit is inspected before handover, and punch items are closed out on the spot so the unit can be occupied.
